TOPIC: Dry patch help question

As the title says I found a dry patch on my testicles. I also had a dry patch on my glans that has shrank but still is there. Anyone has any idea what this is? Pic below.

That kinda looks like when i get excema on my elbows, normally during the winter months. I use bag balm and hydrocortisone. I rub the hydrocortisone in then put a thin layer of bag balm over it. Either way that can only help and wont hurt anything so its worth a try....
