Bulges have multiple factors, including whether you're a shower-or-grow'er, the size of your scrotum, and the attire you wear. I suspect even slightly-above-average units can attain a decent bulge if all the other factors are in place. In other words, if you're a grow'er, you'll still be that way, but it wont be as bad. This is because the product/collagen will prohibit how much the penis can retract/shrink (because the product itself cannot shrink). It definitely improves bulge, that's for sure. There are actual brands out there that are low-key bulge friendly, you'll want to google around, but I often recommend sweatpants or sweatshorts with the thinner material (not the heavy, thicker sweatpants material). After round 2 when I was around 6" MEG I moved up to Magnum XLs. After round three where I began coming close to the 6.5" MEG (and especially after two additional touch ups which took me to 6.6" MEG) even Magnum XLs were too tight -- they were like wearing a very too small Cock ring -- and I had to move up to the XXL category, which meant that I could no longer get condoms in regular stores (or even in sex shops). Now I mostly order MySize 79s or 72s, Unique XXLs, or Pasante Super Kings. As far as a bulge goes, that depends on numerous factors, like SO pointed out.
