That part of the penis is prone to retaining swelling for longer than the rest. After my first round of PMMA I had the same thing. That was the last part of the swelling to go away. (I know yours is not immediate post PMMA). You can either leave it alone (meaning no masturbation) for a few days or you can lightly wrap that part. The gentle pressure should help reduce the swelling. Then next time... use lube. I have noticed on tuesday evening a huge bump swelling under my forehead as seen on the pic below.
