It's the "defacto" procedure for "gaining length". If you read through the feedback from guys who get their ligs cut, it's hit and miss. Some get results, some don't. Seems like aftercare is a big part of it - lots of stretching is required to prevent scar tissue buildup, which could actually shorten the unit. For length, I've had results with manual stretching combined with an all-day stretcher, such as the ESL40. It's slow-going, but far less expensive, and the risk is far less. It's debatable if the actual lig cut is what produces the length gains, or if it's the stretching in aftercare that produces the length gains. I've gained about 1.5" over the course of 9 years of consistent stretching. Many, many hours and lots of experimentation. One thing I'd say is that in the PE world, a fast result is not equivalent with a desirable result. The Elist implant will give both Girth and length gains, but it's an implant and seems very invasive. Read Mustang's and Message Man's experience, they both have great logs here detailing their experience. In my personal experience, PMMA is for Girth and Flaccid length, not Erect length.
