He can understand English perfectly and demonstrated this to me in the PM exchanges we had. After I locked the thread the other day and linked all the times I'd asked him not to start new one's, he sent more PM's. The very last words he wrote to me were: "if i open another one soon then kick me out of this bord" In the PM before he wrote: "ts was Importent one please open It i swear i not goinig to open another one on this week and if i do then give me a ban or something" The typos are because I just copied and pasted. I swear I have not edited at all. That's exactly what he said, after making it very clear to me he knows what I'm asking of him. I even offered to change the title of one of his old threads, to a general questions thread, just for him. I have no sympathy for him, as the langue barrier simply wasn't the issue. Originally I thought it was, but through our PM exchanges it became very clear it wasn't.
