 He’s probably referring to the Removal of most of the inner skin with low cuts. It’s a sensitive part of the penis that when stimulated can help with erections so if you remove it...

I’m sure lots of guys with low cuts have no problem with sensitivity but maybe that’s what the doctor was referring to.
