And out off those 10% almost 70% end up getting Circumcised. You could try without being Circumcised, then if needed, you could first use steroid cream and stretching. If that does not help, you can have preputioplasty, instead of Circumcision. A tight circumcision makes the implant less detectable and overall that everything stays more in place compressed to the shaft. The skin has no space to move around what result in a harder feeling.
