A ligament cut can really only help with Flaccid length. You may get a little Erect length but from what I've read, your Flaccid will only benefit. Other than that, manual PE is the next option. Jelquing, stretching, using an extender/stretcher, and weight Hanging are your options. Most people will easily achieve "newbie gains" of about 1/2 to 1 Inch. You really have to be dedicated and willing to put in the time to gain more than that. It does nothing. Focus on stretches to elongate your penis. You have use your hands, hang, or use a traction stretcher. Girth is very hard to achieve with manual PE. My personal goal is manual PE for length, then get PMMA for girth. There’s thunders and PE gym but I personally prefer Reddit for PE advice these days. A good sub is r/ajelqforyou.
