I live in eastern europe and if you have any hair below the neck your chances of getting laid go down with about 95%. Most of my lady friends would say no even to forearm hair. I go to a fairly big gym with 200 lockers and besides some men over 60yo all guys are smooth. You need to either elevate, or more likely supplement your testosterone levels with androgens. Try some ZMA for starters. It is illegal in the USA, but perhaps in some vacation in mexico, or if you get a prescription you can make a AAS cycle. A long cycle of testosterone would buff you up make you more hairy and if you do PCT you would be fine after. But beware, with body hair you lose head hair. There is no way around it.
